Panhandle Eastern Pipeline Potential Backhaul Transportation

August 5, 2026

Panhandle Eastern Pipeline (PEPL) is conducting an Open Season to assess shipper interest in firm backhaul transportation service that would permit transportation of natural gas from points of receipt at or east of PEPL Bourbon to points of delivery west of PEPL Bourbon. PEPL anticipates that this service would create up to 200,000 MMBtu per day or more of backhaul transportation capacity, depending on shipper interest. The backhaul capacity could be available as early as Q4 2029 and following completion of all necessary facilities. PEPL is soliciting non-binding bids from shippers interested in acquiring firm transportation utilizing PEPL Firm Transportation Service (Rate Schedule FT) under the following criteria:  

Primary Receipt Points: Points at or east of PEPL Bourbon (subject to available capacity)

Primary Delivery Point: Market Zone points located west of PEPL Bourbon (subject to available capacity)

Open Season CQ: Up to 200,000 Dt./d (subject to available receipt and delivery point capacity)

Minimum Term: 10 years

Rate: Rate subject to final backhaul capacity volume and receipt/delivery points

Any interested party must complete the attached non-binding bid form and return it to PEPL, via email or fax as directed below.   The deadline for submitting bids is 12 PM CST on Monday September 14, 2026.   

All bids shall be deemed to be non-binding on Shippers.  PEPL reserves the right to reject any and all bids, including non-conforming bids.  Bids that do not meet the criteria set forth above, are incomplete or would require changes to the FT Form of Transportation Agreement (FTSA) set forth in PEPL's Tariff will be deemed non-conforming bids.  PEPL's discretion to reject or accept a bid, including any non-conforming bid, shall be exercised on a not unduly discriminatory basis.  PEPL reserves the right to reject any bids below its stated minimum above. 

After the close of this Open Season, PEPL will evaluate all conforming and acceptable bids.  Awards of capacity, if any, will be based on the greatest net present value of the reservation charges produced by an acceptable bid, or combination of acceptable bids, received in this Open Season.  Bids with an equal net present value will be awarded on a pro rata basis.
